  HISTORY: VALENTINE SCRUGGS (reference I.4.4), "gentleman, of Buckingham County, Virginia, son of Thomas Scruggs, served in the Virginia Militia during the Revolution in Captain Ballow's Mint. Company, May 24, 1777. He was appointed and constituted Trustee by the Court of Virginia, November 5, 1793, and December 18, 1794, for extending and clearing for navigation Slate River, in Buckingham County.
